I don't think he is trying to improve as a writer, he is not writing a book but rather telling a story as told to him. I read the book, I agree it's not very good, it's not very bad also, considering the fact the topics he has covered and we very well know how political parties react to stuff, but after 2 books he should have improved which I think he has not.
